Fall Protection for Industrial Workplaces: What Ontario & Quebec Employers Must Know

In industrial settings — manufacturing plants, warehouses, mining operations, and processing facilities — fall hazards are everywhere: elevated platforms, mezzanines, loading docks, roof access, and machinery. Unlike construction, fall protection in industrial workplaces in Ontario is governed primarily by O. Reg. 851 (Industrial Establishments) under the Occupational Health and Safety Act (OHSA). In Quebec, the Act Respecting Occupational Health and Safety (LSST) and the Safety Code for the Construction Industry (S-2.1, r.4) set out employer obligations. Failing to have an adequate fall protection program in place can result in Ministry of Labour orders, CNESST interventions, significant fines, and — most critically — preventable worker fatalities.
